[Radioig] Validation of the Obscore radio extension Note : still stalled

Dear Mireille and all,
Vincenzo and I had a look at the document and produced a number of
comments (mostly style-related). We were not able to access the wiki and
post the comments directly at the radio IG page, thus we are sharing
