[p3t] Structured error messages and RFC 7807

Hi Russ,

Thanks for that, I don't know this RFC existed.

Inside ExecutionBroker I've been using a form of message templates.

These are only for the internal messages that are part of a 200 
response, but it would be interesting to see if we could combine the two 
approaches.
