[Ops] RegTAP 1.2: Validator

Dear Registry, dear Ops,

I have just pushed updates to the RegTAP validator to the RegTAP
repo, https://github.com/ivoa-std/RegTAP (the validator
subdirectory), to cover the new features proposed for RegTAP 1.2 in
the current Working Draft.

The tests are not terribly comprehensive, but I'd expect them to
uncover most implementation accidents.  There is also a stand-alone
page for the validator at <http://docs.g-vo.org/regtap-val/>.

So, RegTAP operators -- please have a look (others: feel free to
comment how this should be improved)...
