[Ops] Comparison of Cone Search and Simple Image Access Validation Tests

Two documents comparing the validation tests performed by VOParis, ESA 
and NCSA/HEASARC have been put on the wiki:

These note the overlaps and singular features of each of the validation 
tools and suggest how we might standardize the nomenclature for the 
tests.  I hope to discuss this further in Sydney.
