SSLDM V2 RFC Opening

Dear Ivoa,

We know that the week before ADASS/Interop is not the best period for opening an RFC sequence, but we are doing it anyway 
because DM have many standards ready to go on this Fall.

Therefore, we are pleased to announce that the RFC period for SSLDM2 has been open today for 6 weeks (2019-11-13)
