(new) TAP-1.1 PR ready for RFC

Dear all,
a new version of the TAP-1.1 PR has been uploaded
to the IVOA Doc Repo

It takes into account the so-far-gathered comments
and feedback, in particular the relation to the
UWSRegExt Note for multiple sync/async endpoints
with different security methods involved.
