Provenance RFC

The RFC period for the Provenance model has ended.  Thanks to all who
provided input and took part in the follow-up discussions.

During the Interop in College Park, and continuing into the ADASS week, the
Provenance team worked very hard to work out a compromise model which
addresses not only the outstanding issue going into the period, but also
addresses many of the RFC comments.

They have recently concluded a formal review of the RFC comments and will
be updating the twiki page with responses to the various items.

Going forward, the team is working to revise the PR document, formalizing
the compromise model representation, and integrating this into their
implementations.  We don't have a firm timetable yet, but the team is on a
tight deadline, and expect to have the revised version out early 2019.
