VOTable 1.3 schema update

This is an informational message only.  No action is required.

A small backward compatible change was made to the VOTable 1.3 schema (http://www.ivoa.net/xml/VOTable/VOTable-1.3.xsd ) to account for the recently approved erratum #2 (http://wiki.ivoa.net/twiki/bin/view/IVOA/VOTable-1_3-Err-2 ).  Please let me know if you have any questions.
