TAP-1.1 RFC starts

Dear interop,
we're pleased to announce that the Request For Comments period
for Table Access Protocol - version 1.1 is started.

The main change of the linked document with the previous PR version
is in the updated architecture diagram, that's the reason why we start
the RFC directly after publishing the revised document.
