New SODA version

Dear all,

     A new SODA version, created on March the 10th has been published on 
the IVOA document repository. All the WG have posted their comments and 
demands of changes. Everything has been answered and taken into account. 
Can WG chairs check they are happy with what has been done. After a week 
we will consider that this is the case.
