RFC for Spectral DM 2.0 (round 2)

I just noticed that the link on the documents page to the RFC page still 
points at the old
RFC page...  Can someone (Marco?) update that link? Maybe also update 
the old page
with a link to the new RFC page at the top (Mark?)
