Identifiers V2 RFC

Dear IVOA,

On behalf of the Registry Working Group, this is a Request for
Comments on Identifiers Version 2, essentially as presented in Sesto.

The RFC page is on

-- as usual, comments on the Wiki are preferred, but discussion via
e-mail is encouraged, too.
