DataLink RFC period annoucment

Hi all,
     We are a little late, because RFC period is supposed to be finished 
since Septembre the 1st, but I think we could start the TCG review for 
DataLink rather soon.

     Today,  I updated the RFC page with a compilation of the discussion 
between the 4 authors held during the last two weeks. Discussion 
motivated by Jose Enrique and Pierre comments. Please have a look:

       We also discussed among authors  proposal of document changes. 
Pat will soon provide a new version taking into account all these 
discussion. And then the TCG Review could start soon after I hope.
