New version of the SIA V2.0 PR

Hi everybody,
      Thanks to the editors Pat and Doug, you can read a  new version of 
the SIAV2.0 PR settled down by the authors. The RFC comments have been 
taken into account.  Please have a look in the coming days to check if 
everything's fine. If no major objection is coming, we could start the 
TCG review next week.
