GWS Parameter Description Language RFC restart

Hello,

The IVOA Grid and Web Services Working group announces the restart of 
the Request For Comments (RFC) period for IVOA Parameter Description 
Languague (PDL - Version 1.0).

The document has been updated with the comments from the community.

This second period is the TCG review.
