RFC for VOTable 1.3

Hi Mark,

I have a minor comment.  I noticed this in v1.2 and forgot about it until now.  Let me know if I'm just misinterpreting things.

Section 7.1 notes that, "underlined elements may contain sub-elements and are therefore explained in a dedicated box."  In the GROUP box, FIELDref and PARAMref are both underlined indicating that they may contain sub-elements.  I don't think the schema allows sub-elements for those, so I think the underlines should be removed.
