InterOp Schedule changes

The DAL: TAP extra session will focus on the following topics:

* MIME types
* Job description
* Explicit metadata mapping (e.g. VOTable datatype <-> ADQL datatype)

In order that we are able to stick to the TAP schedule (and we MUST), I 
plan to allocate 20 minutes per topic, allowing for each issue time for 
a brief review, followed by discussion leading to final agreement before 
moving to the next topic. In the event an agreement cannot be reached 
within the alloted time, we'll hold a vote and the majority verdict will 
prevail. As much as I dislike employing a guillotine device like this, 
TAP V1.0 *must* be finished on schedule if the IVOA is to retain any 
credibility as a decision making body.
