Somewhat belatedly, I have created an RFC page for TAP V1.0. It can be

Much valuable discussion is taking place on the mailing list, but we
need to focus on the RFC period and the goals for TAP V1.0. This is the
*first* not the *last* version of the standard (albeit most probably
_my_ last!), so I urge everyone to Keep It Simple and include only those
things that really need to be in *Version 1.0* of the standard.

That said, I am keen that we do not use terminology loosely now that
subsequently restricts our options in the future (for example, I am
concerned that we are referring to Observational Data Model and Generic
Dataset queries without formal substance). I am further concerned that
we don't limit our future by an artificially tight binding between
standards - pragmatism is the name of the game!
