STC Proposed Recommendation

Dear IVOA,
 The Space-Time Metadata proposal has been revised following last year's discussions

Following completion of implementations (see Arnold's summary on the RFC page) the STC
proposal was circulated to the DM working group. No substantive comments having been 
received, I believe it is now time to resume the Proposed Recommendation process.
