STC Working Draft and Schemata

[Arnold Rots]

The STC Working Draft and accompanying schemata has been released on
the IVOA site.  Solar and planetary reference frames are included.
There are two open issues:
- Should coordinate names be UCDs?
- Development of a library of standard coordinate systems to be
XIncluded (Appendix C)
