[Heig] UCD updates merge

Hi Bruno ,

Here is a summary of the decisions we made during the semantics/heig 
meeting in Strasbourg:

This is now important to include these changes in the note in order to 
proceed.

I think pull request #61 must be updated accordingly .
I have added new commits that take our decisions into account .

François and I have prepared a new section to explain access strategies 
to response and analysis products .

We are waiting for PR #61 and #62 to merged .

Then we can add this new PR.
