[Heig] VEP of vocabularies and UCDs

Dear all,

After few working sessions with Mireille Louys, the process to integrate 
new semantic terms as standard in IVOA is clarified, thanks to Markus 
Demleitner.

To summarise, the plan is:
1. find a consensus within the HEIG on the VEP text
2. Mireille will generate the csv files associated to the VEP, and post 
them into the wiki page of the Sematics WG
3. Open discussion will be organised by the semantics WG leads under the 
supervision of Baptiste Cecconi in order to validate them or to converge 
towards a consensus
4. The final VEPs will be then presented to the TCG.

As we aim to make this process before the next Interop meeting in June, 
we should find out within our HEIG a consensus on the different VEPs.

I have generated github issues for each VEP categories, such that the 
discussion will be correctly archived:
