[Heig] [Follow-up HEIG meeting ] VEP-UCD how it works ?/ with UCD-VEP template

Dear HEIG,

Here is the summary of what I have shown about how we can request a new 
UCD for a table column .

You will need to clarify your need , and write a VEP-UCD file to explain 
your request. (VEP means Vocabulary Enhancement Protocol)

The history of the requested terms is hosted by the IVOA Semantics group 
at https://voparis-gitlab.obspm.fr/vespa/ivoa-standards/semantics/vep-ucd

For HEIG to discuss the terms' changes and addition that we want , I 
suggest we iterate on the VEP-UCD I already wrote ,
from my understanding of our many different discussions ,
but on our gitHub repo: https://github.com/ivoa/HighEnergyObsCoreExt

For new particle types , you can either start from scratch using the 
UCD-VEP-template as example to modify , or
add more terms in the file : /VEP-UCD-26-particle_types.txt/

I have tried to send a pull request to upload  various VEP-UCD files on 
our repo.
It does not support file upload .

as soon as the repo is updated with the various contributions , I'll be 
able to push those files ( I hope).

New Term: statistical Median Absolute Deviation

Description:
Rationale:
This term was proposed actually by Veronique Delouille after FITS Keyword evaluation for solar datasets
this is a robust quantity to measure the spread of values in a data set when the statistic is not normal
Would complete the stat properties within the UCD tree.
Would be useful for other data as well.
