[Heig] proposal for a TAP implementation of the HEIG Note

Dear HEIG members ,

I have exercised how to represent /response datasets/ , and /advanced 
product datasets/ , defined in the HEIG Note

in TAP tables.

I define one table for each kind , and propose simple queries to 
discover these datasets .
