[Heig] ObsCore Extension note

Dear all,

Based on the latest pull requests, reviews have been made by Ian and 
Karl  and their inputs were used to improve the draft. The PDF is now 
fully accessible with this link: 
https://github.com/ivoa/HighEnergyObsCoreExt/releases/download/auto-pdf-preview/HighEnergyObsCoreExt-draft.pdf. 
The summary section is still underwriting.

The review and upgrade are continuing. We're making an appeal for your 
feedback, for further proposals. We really aim to publish it in 
mid-September.
You can send your feedback either:
- by writing an issue here : 
https://github.com/ivoa/HighEnergyObsCoreExt/issues (with a simple web 
text editor)
- by submitting your own pull request via your fork.

I send a special call for:

@Ada: could you review it in the context of XMM?
@Judy: if you have time to look at it in the context of Fermi, your 
feedback would be very useful
@Laura and Quentin: could you review it in the context of the WCDs?
@Jutta: could you review it in the context of the neutrino detectors?
@Mireille: could you review in detail the Appendix A examples?
@Jutta and Janet: if you have contact with IceCube colleagues, could you 
transmit to them this message?

Thank you again for your help and your feedback. We are approaching the 
final proposal for an HE extension of ObsCore and Vocabulary.
