[Heig] Note revision - last items

Hi all,

I proposed some edits in a draft PR at
https://github.com/ivoa/HighEnergyDataNote/pull/35/files.  This adds a bit
more HEASARC and GCN perspective and a few minor edits.  We can discuss and
edit there.
