[Heig] Note revision - last items

Dear all,

After many corrections and additions lately, the Note presents quite 
well, but we have a few last adjustments to discuss. The note is 
discussed on github, and I join here the latest draft.

First, I started to list the authors of the note, from the various text 
contributions, issues submissions, github pull request, various 
comments, and the original authors. However I may have missed your name 
or contributions, so let us know if your name is missing.

We also need a short affiliation for authors. Maybe we can add email 
adresses, or ORCIDs ?

I added a short introduction to gravitational waves detectors and 
alerts, also VOEvent, and Ian completed the section 3.2 that may need 
the reviewing of VHE scientists. Also some rewording and typos corrections.

We thus invite you to have a look at the note and propose last 
modifications, befor we go for a draft 1.0 that can be posted to the 
IVOA documents and shared with the IVAO members before the plenary session.
