here is Michele Doro, University of Padova, member of MAGIC (and CTAO). I joined the HEIG after talking to Molinaro (INAF) because I am (trying to) develop a system to disseminate (ultimately with VO) high-level MAGIC data (SED, LCs, etc). I joined the HEIG but I can hardly find the time to follow your meetings, also, it seems you have it pretty under control.  
  
I gave a glance at the document and I am happy an activity has started toward the possibility of giving access to IACTs data to non-members. 
  
I wanted to make you aware, if not already, that MAGIC (and also VERITAS in the US, all IACTs) have also activities about data dissemination, see e.g. the recently published https://arxiv.org/abs/2409.18823. I am not aware of such papers from VERITAS but maybe there are. I am not the main contributor for this activity on lower-level data, but in case you think that such cases could strengthen the case in  the document you are editing I can maybe help. 
  
I repeat, only if you think this would make a better case and if it is not too late.
