[Heig] HEIG Twiki - new charter & motivation

Dear HEIG,

We’ve added a Charter and Motivation for the group to the HEIG twiki at request of the Exec committee.
Please review and provide any feedback *for change* you may have.  Thanks to Ian for putting it together on short notice.

By tomorrow morning (Malta time) I will send the link to the Exec for their review.  
The Exec promised to review and vote by email on the HEIG proposal so we could announce the new IG at the closing on Sunday!!!
