[Heig] Note draft 1.0

Dear all,

after receiving many inputs to the Note, I gathered the various 
modifications and submitted a 1.0 draft. This is a base that hopefully 
the High Energy Interest Group will finalize and validate soon ;-). I 
join the last version, which is also found here for more comments:

Thanks to all for the feed back on the Note, I hope this draft can 
trigger interesting discussions in the IVOA community and involve more 
the High Energy domain in the VO.
