Rename document IAP to AuthVO

Dear DSP,

as discussed at the Interop and flagged at 
https://github.com/ivoa-std/IAP/issues/9
the young document formerly known as IAP (Interoperable Authentication
Protocol) is now named "Authentication in the VO", with "AuthVO" 
as its short title.

The repository has been renamed to https://github.com/ivoa-std/AuthVO

I believe that references to the old github location will continue
to work (temporarily? indefinitely?) but I suggest that anybody
using this repository updates their remotes to match the new location.
