SSO next

Hi all,
Brian, Mark, and I have ~finished implementing prototype authentication
work using http headers and I think we can safely say this can work and
completely replace the need to read securityMethod(s) from capabilities
docs and makes further augmenting of VOSI or upstream standards
unnecessary.
