mirrorURL element usage

Dear DAL/GWS/Registry,

alongside the authenticated endpoints issue,
the usage of multiple mirrorURL elements
was discussed at the joint splinter in College Park.

There was an issue on this about how clients can
in practice work with mirrorURLs in the capabilities-based
endpoint declarations.

A practical way of working was identified with these
based on using the mirrorURL/@title attribute to identify
groups of mirrored capabilities that can be bundled together.

This solution will be described, among other things,
in a GWS-managed note on VOSI-endpoints best practices.
