VOSpace 2.1 PR -- Start of RFC

Dear GWS and IVOA members,

I am pleased to announce that the VOSpace 2.1 specification has graduated
to a Proposed Recommendation and today marks the start of the six week
Request for Comments period.

New to this PR from the last Working Draft is the inclusion of the Public
Share Protocol as discussed on the grid mailing list and at the last
interop in Trieste.  Many thanks to Dave Morris for all of his work.
