VOSpace next generation

Following the last discussions about VOSpace, WebDAV, ...

VOSpace is an IVOA standard and is "in production", i think that it is a 
good thing to work on the 2.1 release and to improve the previous version.
But as said during the discussion, when the work around a VO space was 
initiated the technical world was not the same and it is really time to 
initiate a reflexion about what a VOSpace 3.0 (or with an another 
name...) should be in 2016 or 2017 (the time to "Rec" it). As this kind 
of standard is very exposed to the technical evolutions we should 
probably define a standard more flexible than the existing one and 
quicker to implement.
But i think that the technical aspect is just one side of the reflexion.
We should also take into account than since the first VOSpace standard, 
the data wave paradigm has engendered many projects around the world 
working on how to share or to preserve research data and providing 
infrastructures to do it. This will  evolve very quickly in the coming 
years and it is not possible to avoid it.
