PDL last working draft

Hello all,

The last working draft of PDL is in the submission process but not yet 
available on the wiki.
To give you the opportunity to read it before the GWS session 2 on 
Thursday afternoon, i send you the pdf.

We wiil have tomorrow a presentation of the status of this work and we 
should also decide together if it is now ready to be converted to a PR.

Feel free to make comments or suggestions, especially if you cannot 
attend the session.
