[PDL] working draft v 01

Dear Carlo, all
since some of you may know from last Interop in Sao Paolo, PDL has been
used in two different reference implementations, hence potentially ready to
achieve the state of proposed recommendation. That's why I propose to
revise the draft for a final version before promotion. I attach a commented
version of the draft, I hope it may trigger discussion :)
