[PDL] working draft v 01

Dear All,

The Parameter Description Language Working draft has been published on the IVOA site:  http://www.ivoa.net/Documents/PDL/20120516/index.html

PDL is a meta-language for 
- describing generic services (their input/output parameters and their related constraints)
- providing strong interoperability with a physical (and not only computer-science) meaning.
