Having SOAP doe not mean you cna not have GET and indeed FTP.
Th emore sophisticated thing I think will be VOSPACE which we will try to sepc before the next meeting. This would allow us to refer to an image or data set indedpendant of transfer mechanism as something like
vospace://endpoint.jhu.edu/vospace/get?handle=SomeImage
