It wasn't that. More that if you're going to call the service anyway, why
not just do a 'since' harvest - if you get data returned you know things
have changed, if nothing returned then nothing's changed. Don't really need
a separate method do you?

But we do need different ways for the registry to be kept up to date. For
datasets which are changing by the minute then maybe a 'push' is better, for
slow changing ones, nightly poll, for static ones, let them ping the
registry to come get new stuff.

Basically we should have several options from which a sys admin person can
chosse per resource.
