Group Membership Service WD

Hi Grid,

This note is to inform the working group of the development of a working
draft of a group membership service specification.  A link to the current
pdf has been made off the GWS home page, here:

It is still a work in progress, so please do not spend time reviewing the
details, but comments on the general direction are welcome.

For context, using groups for authorization has been raised (yes, by me :)
and discussed at a number of recent interops:
