UWS 1.1 and VOSpace 2.1 implementations

Hello,

During the Banff Interop we will focus a session on the UWS and VOSpace 
updates and we will try to finish with 2 stable versions.

We are looking for volunteers (2 for each update) to implement the new 
working drafts to go further on the way of the Proposed Recommendation.

We had a short time between Madrid and Banff but this time we will have 
near 8 months before the next interop in June 2015.
