new UWS 1.1 WD

Hi,

I have produced a new working draft of UWS 1.1 that covers the points raised in http://wiki.ivoa.net/twiki/bin/view/IVOA/UWSEnhancement

The new draft is in volute at

I have coloured with a yellow background the points which do break backwards compatibility and thus are a starting point for discussion ;-)
