SDM 1.2

Dear DM,

SDM 1.2 is another topic on which we worked a lot since last summer and that must be reactivated now on the Gregory FD demand.

The requirements was to make the model supporting :
- Spectral orders
- upper/lower limits

This upgrade has been requested by Vandana (IPAC) and the new model version has been worked out by MCD.

We had a WG meeting last July focused on that topic. 
- The conclusions have been reported as 4 issues on Github.
- 3 on 4 issues have been resolved and the draft has been updated accordingly

- The 4th, finding UCDs for the upper/lower limits, is not completed (https://github.com/ivoa-std/SpectrumDM/issues/5) 
  right now although there are some suggestions.
  We need it to be closed to complete the project and to board the RFC journey

We are also expecting for 2 implementations, one by Markus and one by Vandana.
