SDM evolution roadmap

Dear DM,

We have had a meeting on Yesterday CEST evening to discuss the evolution of SDM to fulfill the IPAC demands.

In a few words:
   - It has been decided to move toward SDM 1.2
      - Add Upper/lower limits to the Accuracy class
      - Add order / relorder to the SpectralAxis class
   - We propose no to spend time to build a VODml serialization because
     this could imply deeper changes in the model
   - A roadmap has been setup on the Wiki

People interested on this issue are welcome to comment the roadmap.
