"Recent DAL protocols feedback" IVOA note

Dear all,

During the last monthes the amount of feedback on recent DAL protocols 
or versions developed to achieve the goals of the multi-d data science 
priority (SIAP-2.0, DataLink, SODA  and to some extent ObsCore-1.1) 
started to increase.

This lead to several  presentations in Victoria completed by splinter 
sessions.

The following IVOA note is an attempt to summarize this feedback.
