With no sense of irony, perhaps also (3) Review by astronomers external to IVOA? There should be some sort of demonstration of fitness of purpose, an implied warranty that IVOA recommendations are also recommended by practicing astronomers. Ideally engagement with the larger community should occur earlier in the standards process, but certainly there should be some sort of formal acceptance criteria tied to the needs of the ultimate customers for all this work?
