[Obscore1.1] update of the PR document following RFC Comments

Dear DMers , dear TCG members,

Please find here the updated version of the PR document for Obscore DM 
version 1.1 with revision tags for easy reading .
Comments from the review process , including comments on the RFC page as 
well those from the list have been taken into account.
Thanks for checking this in this new version of the document .

The final shape of the table of content will be updated in the last 
iteration when every section no longer moves.

Many thanks for your careful reading , before we launch the final 
recommendation approval.
