RFC period started for Obscore 1.1

I've added some content on the ObsCore RFC page
http://wiki.ivoa.net/twiki/bin/view/IVOA/ObscCore1dot1RFC.

These include a pointer to a validator for ObsCore 1.1 (taplint).
The listed reference implementations do not pass this validation
without error, so will have to be fixed before REC.
