STC-S WD

[Arnold Rots]

Following up on the request from the closing plenary last Friday, I
have turned the STC-S Note into a proper WD and submitted it to the
document repository where it should appear in due time dated 2012-05-30
under the DM WG docs.

The Note was actually fairly complete and changing it into a WD
without too many changes was feasible.
The main changes:
 - Minor corrections
 - Slight reorganization
 - Addition of an appendix with examples

The rationale was that, since STC-S is being used at the moment, it
ought to be a proper REC and this transition should happen sooner
rather than later.
